No. ML6® polyurethane is classified under Export Administration Regulation (EAR99). This designation means it is not specifically listed on the Commerce Control List (CCL) maintained by the U.S. Department of Commerce’s Bureau of Industry and Security (BIS). As such, ML6® can typically be exported to most destinations without an export license, provided:
The end use is not for a prohibited purpose (e.g., weapons of mass destruction).
The end user is not on any U.S. Government restricted or denied party lists.
The destination is not subject to comprehensive U.S. sanctions or embargoes (e.g., Cuba, North Korea, Iran, Syria, or certain regions of Russia).
ML6® is a non-hazardous, non-dual-use industrial material and does not contain any components subject to additional export restrictions under ITAR or EAR controls. As always, exporters are responsible for screening transactions to ensure full compliance with all applicable export laws and regulations.
ML6® polyurethane is REACH Compliant. Meridian Laboratory exports less than 1 metric ton of material per year to the EU, making registration unnecessary.
